Response
While a local authority is required to comply with FOI requests, there is no requirement for an Electoral Registration Officer (ERO) or Returning Officer (RO) to do so. This is because EROs and ROs work independently of the local authority. They are therefore not subject to the FOIA. Notwithstanding this your request has been considered and i can confirm that no assessment has been made as to the potential impact of voter ID on voter turnout. In terms of staffing, the Electoral Commission provide suggested staffing levels in a polling station and we used that as a guide when appointing staff. The guidance from the Electoral Commission is available.
