Information about the Council's Financial Management/ERP system.

  • What Financial Management/ERP System does the council use?
    • The council uses E-financials/E-procurement as its main Finance Management System however other departments within the authority use other systems that then interface with E-financials.
  • Who is ultimately responsible for the system (name and title)?
    • Emma Galloway is our Systems and Performance officer for Finance and deals with the day-to-day system however Sarah Whittaker is the Service Manager for Finance.
  • How many users access the system across the council?
    • We currently have 100 users across the 2 systems (E-Financials & E-Procurement)
  • Is the system hosted locally or is it a cloud solution?
    • Locally
  • Does the council intend to move the system to the cloud?
    • The authority looked at this as part of the renewal/upgrade or alternative system options however at this time have made the decision to remain locally hosted. This authority would review and take into consideration all costs when we are approaching the next renewal term.
  • When did the contract commence and when will it expire?
    • The authority is currently in the process of updating its contract register with these details as the start date for the new contract will be 1/10/21 and this will be for 3 years with the option to extend by a further 2 years
  • Do you intend to evaluate alternative solutions when the contract expires?
    • Yes
  • Are you in a shared service for either ICT or Financial Management/ERP?
    • No
  • If yes, what is the nature of the shared service?
    • N/A
  • If no, what plans do you have for shared service/partnership working?
    • The authority does have in place shared services and partnership working in other areas and for other systems and so would consider these options when we are due to look at the contract renewal again

If the Finance system is run/managed in-house:

  • What is the annual software (licence and support) charge payable to the Financial Management/ERP system provider?
    • 2020/21 £15k
  • What was the initial capital cost of the system payable to the supplier?
    • System acquired and implemented 10/11 and 11/12 at a total capital costs of £248,460 against a budgeted figure of £250,000.

If the Finance system is hosted remotely (via the cloud):

  • How are the annual charges made up (software licence/support charge, hosting charge etc.)?
    • N/A
