Decision
Delivery of LAD 2 energy efficiency measures to be undertaken by EON.
To directly award a contract to EON who can project manage and deliver appropriate energy efficiency works to owner occupier properties in the borough of Rushcliffe.
Payment to EON will be via the MEH allocation to RBC of LAD 2 funding.
Reasons for decision
Due to the tight delivery timetable (the efficiency measures are required to be delivered by the 31 December 2021), the lack of appropriate staffing resource at RBC and the fact that the a proportion of the funding allocation can be used for project delivery of these measures, EON have offered a solution to deliver the project on time.
Alternative options considered and rejected
To seek competitive tenders for this level of service delivery including project management is not possible in the time frame.
Other contractors have been spoken to but 1. They are not able to offer the project management support. 2. Do not have any availability for the EWI measures until October.
As half the allocation needs to be spent by September, to wait until October would see RBC not hitting key project milestones.
